I was moving my live rock and adding a little to my dt. I happened and seen this. I thought it was just a mushroom, but since it has a snail shell hanging off it I didn't know. Whatever is between it and shell has stretched out because shell is farther away than b4. Is this a shroom? Or something bad?

That's looks like a mushroom moving from one rock to another. It will eventually rip what's left of hanging on to the mother and leave babies behind.
 
Thanks! Would you recommend me getting a spotted mandarin to control this? Or what's my best option ?

Not too sure about mandarins but 6 line wrasse, yellow coris wrasse and melanurus wrasse will take care of them. Make sure you have a suitable tank for them.

Flatworm exit will also take care of them.

The type of flatworm you appear to have are pretty harmless.
