So here is my question/theory could I use my apex + some math to turn it into a ato. It I time how much water drops from point a to point b could I use that to program a pump to turn on every so many hours for so many seconds to replace evaporation?

Only problem I see if evaporation is lower than expected and over flow the tank. I also not familiar with controllers
 
The problem with that idea is that the rate of evaporation is not constant. What works for now won't necessarily work tomorrow.

Apex does make a kit to install and use Apex for ATO.

Oh yeah ik. Just thought in the mean time until I can afford one
 
Evaporation rate will vary based on ambient temperature and relative humidity. Easy and cheap to add a float switch to apex - you don’t have to buy an expensive ATO kit.
 
Madison M8000 ..... $9 on Amazon. Couple more $ for some PVC to mount it. Yet to have one fail on me.
