It’s like a clear mucus bag type thing I’ve sucked it out of the tank a few times always comes back.

If you have like a six line wrasse or something. They spine a mucus cocoon around them when they sleep to keep their smell down for predators at night I believe. So its probably the wrasse's sleeping cocoon. Nothing to worry about.

I can't tell from the pic, but given your description, it could be a vermetid snail.

Do you mean exquisite wrasse? If so, they also make cocoons.
