I want to make a frag tank

I have a 20 long, have the egg crate, have pvc, have the powerheads, have sand....do frag tanks need sand? I have live rock, have the salt....as far as lighting I have a dual flourescent compact corallife with 10k and actinics. Its only a 24 inch though, and it would sit right ontop of the glass lid. Have a heater...
My question is what else other then frags am I missing? And if I use some of the live rock from a cycled tank and some water does it still have to cycle? There will be no sump or anything like that, just a simple frag tank. Is the compact going to be enough light or over kill? Each bulb is 96watts.
 
Light is good for a 20L never hurt to over size pc's since their par is not as high as other bulbs. I wouldnt put any sand in it just going to be a hindrance in a frag tank a few pieces of lr wont hurt anything and is a good thing if you are just going to use powerheads and water changes. No real need to cycle if you use water from your dt. I set my bottom egg crate on pvc spray bars aim across the bottom to keep under the crate free of debris.any other I fill with di water and cap so they dont collect debris. I just cut egg crate with a heavy pair of scissors. I would start with the rack at about 1/2 way up in the tank.
