I've been battling Ich in my display tank and wanted to leave my tank fallow for 3 months. Would it make sense to leave my mandarins in the display tank during this period? They will die in the QT tank without pods.
 
I'm sorry but it wont do any good to leave them in the display. They can still be carriers of ick and perpetuate the life cycle. They and all other fish have to be removed to make it effective. You could run them through TTM and transfer them to a friend's tank, provided that you know they practice QT and have a parasite free tank. Otherwise all your hard work and time will have been for nothing.
 
I'm told that shrimps are fine to be left in the DT during this time. Can I leave them in the DT as well?

all inverts including: ornamental shrimp, crabs, snails, corals, anemones and feather dusters may be kept in the DT during the fallow period.

I'm not sure if you have the time, but pods aren't the only option for feeding mandarins. You could also make a PaulB brine shrimp feeder which would work pretty well in a QT. I can post a link if you are interested. The downside is that you would have to raise your own brine shrimp. The upside is that it is much cheaper than buying pods every few days.
 
I agree on all counts you'll need to rid them of Ich as well so they cannot continue the parasite's life cycle
