@Smite I think a 40 breeder would work for that bio-load. But keep a close eye on the ammonia (use a Seachem ammonia alert badge) after you take the LR out, just in case the bio wheel isn't fully seeded with nitrifying bacteria.
I wouldn't hesitate to use chelated copper on those wrasses. I personally like Coppersafe, but a member of my local forum reports great success using Copper Power on sensitive Leopard Wrasses. Just go slow, ramp the Cu level up over a period of 4-5 days.
