Ich or velvet?

I've had my final stocking for awhile now. The last fish I added was around 3 months ago. About a month ago I turned off my uv sterilizer. Today I noticed my foxface acting weird. I have to tangs and they were picking on him today. I've qt'd all of my fish for 2-3 weeks with copper and prazi pro.

I'm currently prepping for a mass spread. I have around 15 fish. But as of right now I'm just going to catch the foxface.
