Ich or Velvet?

Hard to see on the white body but is this ich or velvet? Had a fish in my 13.5 gallon die yesterday and now I see this. I treated all my fish with safety stop when putting them in. Last fish was added 3 weeks ago. Any thoughts or suggestions are welcome.

Can we get a pic under white lighting?
 
I just got over a case of marine velvet it will wipe your life stock out in a matter of days so if that doesn’t happen chances are it is iCh

Unfortunately this is probably the case and easiest way to know. If it's velvet, your fish will start showing serious signs of distress within 24 hours. If it's ich, with a clownfish, you may not see any change to behavior at all and he'll pull through.
 
Brook. Velvet has a spiderweb look to it.
 
White fish make diagnosis difficult. I'm betting Brook by look of the tail. The spots on eye are definitely velvet like.
