Get some better pics . Looks rough tho . Give as much information as you can . All tank parameters. How old is the tank . It all helps .

0 ammonia
0 nitrite

This appeared Wednesday and much worse today. Lionfish has what looks like popeye. Currently mixing salt in a sterile 40b and will be adding 60mg per gallon of CP.
 
Mucus cones and likely associated with ich. Treat with Coppersafe or Copper Power at therapeutic level 2.25 For a FULL 30 days (do not interrupt this 30 day period) monitored by a reliable Copper Test kit such as Hanna Brand- No API brand. Also monitor Ammonia levels while in quarantine with a reliable test kit and add aeration during treatment using an air stone.
The display tank will have to be kept fishless (FALLOW) for 6-8 weeks to assure the existing parasites go through their life cycle without a host fish and die off
 
If you didn't QT the fish (or didn't do it properly) - I would agree with @vetteguy53081 looks like Ich you would need to remove all fish - and treat them in a separate tank.... However - since we don't know the entire history of the fish - its kind of hard (with the pictures you provided)
 
Looks like "stale ich" to me - after fish have ich for awhile, they get kind of mucusy/crusty looking.

If you are going to dose chloroquine, be very sure to monitor the ammonia after dosing. CP kills off much of your micro flora and fauna, and in some tanks, that results in a huge ammonia spike.
I've also had some issues with CP and lionfish, but at a higher dose that you are using. Be sure to stop carbon filters and UV of course. Here is a link to an article I wrote some years ago about CP:
