I don’t believe so and may be as simple as a sand grain
Ich will move and multiply every 24 hrs. See if it does that- keep an eye on it and maintain good water quality

You are right, it just fell off. There is a white patch underneath though, and that seems to be peeling away

The patch is likely an irritation from the sand grain and should quickly heal But again - keep an eye on it for healing
 
Seems to still be half attached to the body of the clown, almost like its peeling off, been like that for a few hours
Picture makes it hard to pinpoint but see how it looks in the morning
 
Observation is the key - if it has another 'grain of sand' on the other side tomorrow - or the next days - consider Ich - but it does not look typical - do your other fish have any issues
