In the link above about velvet, one of the things that differentiate ich and velvet is: velvet will have too many spots to countThe powder blue had a few spots on Monday. Agreed, and with velvet a freshwater dip on the way to quarantine may buy you some time.. The process for doing that is in the velvet linkI'd also lean toward velvet here. That's a lot of spots to be only ich. It could actually be both but velvet is the real problem. Treatment is similar for both anyhow and either way every fish would have to be removed from the system to treat.
Not much time with velvet. Like your looking at a tank wipe out within a few days to a week. Get them out and treat ASAP. Refer to the links above.
