Is this ick? I can't tell if it's the design on the starry blenny or not.

Unfortunately I cannot tell anything from this photo yet :/

Any other symptoms? Heavy breathing? Loss of appetite? Scratching? Hiding from light or being cryptic? Flashing? Swimming in to powerheads?

I just added him to the display tank. He's pecking at the rocks so I'm assuming he has a decent appetite. Not breathing heavy at all. He's only been in the tank for like 5 hours. Hasn't explored the tank to much yet but he's new so that's probably normal. Should I take him back out and freshwater dip him or is that pointless at this point? He was in a quarantine with another wrasse for almost a week. I took him out because I was worried he wasn't getting the proper food he was supposed to be getting. But the wrasse does not have a ich I think. I don't want to take all the fish out and quarantine them if the ich is not present so I'm very stressed.
 
Not for saltwater, raising the temp would just speed up ich's life cycle and allow it to reproduce a bit quicker. I would look at it's pectoral and caudal fins (the more clearish parts) to check for ich. Any specks on those clear regions would be a better indication of ich.
