ID Algae/Bacteria Please

I've had this nuisance algae/bacteria for months and cannot get rid of it. Please let me know what you think it is.
It comes back only when the lights are on and dies off at night.
It covers the rock, glass, and sand and is easily blown off with turkey baster but comes back the next day, or a few hours if lights are on.

I've ruled out cyano (red slime remover does nothing).

Looks like debersia to my eyes, "rent a sea hare" or you can try the elevated magnesium metho.
 
Looks red like cyano but the behavior says dinos. What are your nitrates and phosphates at and what test kits do you use?
 
I'd love to know what kind of dino it is.
