They look like miniature sand Starfish... I don't have any clove or xenia though

It does look like clove polyps. I'm guessing that was on a piece of live rock?

Almost looks like sympodium...

If they're not moving around (if they're still in the same spot when you get home from work / wake up in the morning), I'd say they're almost certainly some kind of coral.
