ID for algae/growth on rocks?

Hi, I was hoping someone could ID this for me (sorry for the blurry pic, it was the best I could get)... it's BRIGHT, almost neon red and grows in a scale-y pattern like shingles on a roof or how fungi will sometimes grow on a tree. It's definitely not cyano or a mushroom. Very hardy as my giant RBTA lives next to it and brushes against it constantly, yet it still grows (albeit slowly).

Looks like it could be Red Dictoyta a well.
