Spirorbis Worm or Feather Duster Tube-Worm would be my guess. But they're an extremely diverse animal species so I'm not sure how to tell exactly. Even if I had a microscope it would take a hot minute I think to determine exactly what it is. Although if it's any consolation, they're filter feeders and are a sign your system is doing good. They will eat floating debris and detritus that passes against the feathers.
Spirorbid worms - they're a kind of feather duster worm, and they're harmless filter feeders. They sometimes grow to large populations that some people consider unsightly, but they're easily scraped off/removed if they're unwanted.
