No way of telling from that pic I'm afraid. If you want an ID, then you need to take a clear shot, ideally of the top also.
Best thing to do when you see something suspicious is to take it out and put it in a jug. You can then get decent pics, and you have it removed from the tank if it turns out to be something nasty, or can return it unharmed otherwise.
