Wondering if I could get some help identifying this white fuzzy stuff. Does not scrub or pull off. Gives of air bubbles.

Hard to say from just that photo. Can you post some others from different areas? Is it just on the rock? Does it change in appearance at night?

Only on rock. Doesn’t seem to change colors.
