No clue what this is. Tried chemiclean but it did nothing. Is it some type of dino? Or something entirely else?

Looks like Dinoflagellates .....never easy to treat and is a long process....but you can overcome them. Do some current research......wish you luck. UV might be your best long term option as well.....Im a fan.
 
Check diatoms too.....they are similar and can be mistake for one another.
 
normally keep my nutrients at 15ppm nitrate and 0.5ppm phosphate using neophos and neonitrate
 
I'm going through Dinos now. You need to get a small microscope (check Amazon warehouse deals) to know exactly what type these are (sure looks like them vs. Diatoms which aren't stringy/slimy). The microscope is actually quite fun and interesting anyway to see all the cool microscopic life. Each type of Dino has a different method to eradicate them as some go into the water column so UV can work, some need blackout, some need to be out competed, some need manual cleaning and don't go into the water column, etc.. Check out the Dino thread to see different ways to fight them and download the Dino ID guide once you get your microscope. Honestly trying to fight them without the ID is not going to be fun. It's possible what you have is something else, but it sure looks like a type of Dino with the air bubble on the ends which is typical for some types. That microscope will tell you for sure.
