It grows on the glass also and after I scrape it, it comes back almost immediately.

for some reason its not loading correctly. Can you make it larger and well need a less blue pic.

Lighting?
Water Source?
Clean up crew?
Water flow within the tank?
Salinity?
Temp?
Nitrates?
Phosphates?
Tank inhabitants?

Hard to say, looks like common slime algae. Does it have structure if you pull it out?

Have you looked a Vibrant aquarium cleaner. Its probably the mildest "nuclear option" out there. Pretty safe, may drop you nutints, may leave you with cyano but it definitely kills ugly algae problems.
