ID Please, small tranlucent tubes

I see what looks like the beginnings of bubble algae amongst what looks to be translucent white tubes. These tubes move with the water. Should these be removed or just try to get the bubble algae out and leave it behind? These tubes are no more than 1/8-3/16 " in length.

I wouldn't worry about the tubes, but that bubble algae need to go.
