ID please- white slimy growth on rocks

I found this strange growth on my newly setup rockscape. Rockscape is made of dry rock glues with BRS aquascaping glue and aquaforest stonefix. Tank only running for 2 weeks.

I only noticed this growing particularly in the areas I have covered BRS marco rock powder on top of glue to cover the AF stonefix cement color.

The texture is like soft coconut kernel and it comes of easily with a tong. Very slimy but it definitely has grown since I first noticed it on about 1 week mark.

I did keep it submerged in tap water for 2 days. They are all dry rocks and scape was constructed 2-3 weeks before that. I did use turbo start to cycle the tank.

What are these bacteria slime feeding on?
 
I get that exact same stuff if I dose too much organic carbon.

I didn’t dose anything but I did realize that some pieces of that rockwork may have come from one of my old used rocks which was dry for 2-3 years. And this thing grew on those areas (not much) and they have gone after a while.
