OK I thought so too. I wasn’t sure if there is a type of dinos that looks like this because of all the air bubbles I did a 25% water change. I’m doing one more my nitrates are high. After a 25% water change they are still at 20 to 40 ppm. I think I feed too much because I’m always paranoid that my copper band will not good enough food.Looks like algae from here
This is hair algae with gas bubbles trying to escape. I would rock it in a container of tank water and pull off as much as you can by hand and scrub the rest with a firm toothbrush and some 3% hydrogen peroxide.

Return to tank, reduce white light intensity and number of hours of white lighting and add some snails such as :

turbo grazer
trochus
A Pencil urchin
8-10 Caribbean blue leg hermits
Are you using RODI water or tap water from the faucet ?
What is your phosphate level?
Is tank at or near a window?
