If we looking at the black blob I would say asterina starfish.
Some ppl don't mind them other include myself find them a pest.
Control by using a harlequin shrimp if you have many if not remove them with tweezers but if you don't mind them leave it to be.
Btw, welcome to R2R my friend, where in the UK you reside?

Thanks Diesel. From Liverpool,where are you from?
I thought it was and I have a few but no problems yet as they seem to stay on rock work and away from corals.
 
Yep what diesel said ,or you could aways feed them to your acan if you have one lol
