Looks like cyano to me, but lets see if anyone else from #reefsquad may know :)
 
Dunno guys, i'll ask my buddy, my first question was is this dino's or cyano before trying to attack it. I'm no pro, but the way he described how it showed up and from the pix, it didn't seem like cyano.

Do you know what time of day this sample was taken?

My experience is that it is unusual to see Dino's with that much PO4. Not unheard of, just unusual. When NO3 bottoms out, cyano is more typical.

At the very least I would recommend raising Alk and Mag.

What is being done for nutrient reduction?

Late afternoon.
He said he hasn't done his normal water changes in about 3 months. It is a 36(?) gallon Biocube I believe.

The first thing I would recommend is a fairly large water change. That alone might fix it.
 
is NO NO3 and measuring O. if so my bet is cyano - it has the ability to pull nitrogen from other sources and out compete corals - happens when folks carbon dose and take out the NO3 leaving PO4 behind .

confirm your testing. Your corals need some NO3 while nuisance stuff tends to show up when NO3;PO4 are out of balance
 
Apparently a 40% water change was just performed last week, turkey basting 3-4 times a day in addition to manually removing the lose "whatever it is" from the water; all of which resulted in little to no improvement.

What are they using for filtration?
