So I cleaned the tank yesterday and did not notice this. Is it Cyanobacteria?

I would say the beginning of Cyano, yes. Diatoms are browinish, Cyano is red to very dark red.

My tank is about 3.5-4 months old. Do I need to do anything or let it run it’s course?

It doesn't look very bad right now, I would suggest letting it run it's course, I doubt you could do much to remove it at this point anyway...perhaps increasing the water flow to that area if possible and if it gets worse you could manually siphon it out.
