I ran some filters on the pic, and it looks to me like the pelvic fins are more blenny like (long and narrow) not fused, so it is not a goby. In the second picture, it looks like the dorsal fin is divided. Also, it seems to me like there is a crest on the back of the head.
So, I found this video that shows the same coloration and body features, and the ID on the video is Istiblennius enosimae. I looked that name up in FishBase and it's not a valid name. FishBase says that the fish identified in the video as Istiblennius enosimae is an invalid synonym of Istiblennius edentulus (Rippled Rockskipper). But to me, this is the best image and video that I could find that matches the fish in your picture:
At any rate, within the family Blennidae, and in order Saliinarae there are a few genera of blennies known as "Rockskipper" and "leaping" blennies. The genera that I found are Alticus, Antennablennius, Blenniella, Istiblennius, and Litobranchus. All of these tend to have the divided dorsal fins and the crest on the nape. Perhaps someone at the LFS or distributor that ID'd this fish confused the term rockskipper with mudskipper? This fish probably falls within one of these genera. A better picture would help narrow it down.
