I would leave him alone. Feed him with small bits of fish, erase size, 1-2 pieces every 3-7 days. He wil get better and will move on his own when the time come.

He's actually migrating downward albeit slowly. The sand is only a couple of inches below the base of the foot. He must like the flow/light in that general area. Here's a photo from last year. That's almost foot higher than today.

You've had him over a year, He's still alive. Leave him alone and let him do what he wants. If he wants sand he'll move there on his own.
