Its Brown in colour.

Better photo? Close-up/macro. Details....
 
Tiger, Gulf,??? We're shooting in the dark without macro shots for distinctive features/markings.
 
I am not as knowledgeable on pipes but you could check out 'fusedjaw.com'. There is good reliable info on both pipefish and seahorses there.
So confusing.. its just basic brown in colour, and has a flagtail. Just 2.5-3" long.
 
If you can find out where it was collected from that would help a lot. Could be a Pawleys Island Pipefish common to the east coast of the US. I soooo want to send you a camera to take a good photo.
 
i had a snout nose pipefish about 30 years ago, and they seem to prefer only smaller food, baby brine shrimp, copepods, etc. Sometimes they can be weaned over to eat froen brine and frozen mysis. Mysis , of course, is more nutritious.
