Id this wrasse please

He is solid white(ghost white). Has one black spot on its tail. So as a pastel erased

I'll have to get one later at work now. The slight coloring on the scales on the back are orange but they are very faint
 
There is a wrasse lovers thread on here, you might want to post there. If I had to guess, I would say its a juvenile earmuff wrasse (Halichoeres Melasmapomus). Its definitely in the Halichoeres family.

I had the pleasure to see this species (about this same size) in Fiji, coming in from snorkeling, in less than 2 feet of water near the shore. It was so close to my face, I didn't have time to get the camera up before he darted off.
 
Is it correct that it's a restricted species?
Not at all. Perhaps in certain areas, but there are plenty of areas in the world it could be legally collected.
