Please help me identify what algae I'm dealing with. I thought it was dinos but now I think it is not.

I have pretty much the exact same thing. Curious to know thoughts as well.

Why did you think it wasn't dinos?
These are Small Cell Amphidinium dinos, and one euplotes (probably) ciliate.

I couldn't find anything on them so I guess I was hoping it wasn't. What is the best way to treat the small cell and are they toxic ? I'm guessing dino x is not going to cut it .

It’s hard to see but I had a similar algae that was ID’d as Chrysophytes. It was stringy with bubbles like Dino’s but went away post cycle when the brown diatoms did.

Also I am running matrix and chemi blue should I stop? I put a bunch of pods in a day ago from algae barn and I have phytoplankton on the way as well.

One of the things that's most distinctive about chrysophytes is that they look so much like dinos, but are always immobile.
