Looks like diatoms.
Blow off and suck out.
Repeat.
Normal in young systems.

That looks nothing like diatoms to me. If that's not Ostreopsis dinos I'll be really surprised (Coolia is a less likely possibility). Do you have access to a microscope? That's the best way to be sure and do the right treament.
