What are those balloons on this coral? Are they going to bloom into more corals?

Bubble algae. Considered a pest. I would take the coral out and scrape it off. Some say not to burst them in the tank because it can spread them in the tank. Not sure if there is any evidence of this but on the safe side just pull it out to take care of it. If it's already spread throughout the tank green emerald crabs and a fox face will help keep it in check. Personally I've found that just scraping it off does a good job a keeping it from spreading.
