Identifying algae

I am currently having a bad algae problem. Its almost always in my tank and it wont go away. Its mainly green and everynow and then something will have hair algae on it. I do 20% water changes weekly and im not surr what is causing it. Any help in figuring out how to fix it would be greatly appreciated, thanks.

What are your nutrient levels...ie: nitrates, phosphates, etc... also what size tank and what cuc are you using?
 
My tank is probably 3-4 months old. My nitrates are ar 20ppm and i have not tested my phosphates yet. I have a 55 gallon with a 20 gallon sump and no refugium along with a crappy skimmer( i get way better one tomorrow). I will be building refugium next week. I also have about 8 snails.
 
Green Cyanobacteria.
 
Im not sure if it is hard or not but is there a way to remove it or am i doing something wrong? Thanks
