If I slow one overflow, will the other compensate?

Hey guys,
This may be a dumb question but I’m trying to slow the flow through my refugium chamber In my sump. I have 2 overflows (1 on each side of 220g tank) plumbed with ball valves that drain into the sump. One side drains directly into the fuge. If I slow the flow on that side, will the other side compensate at the same rate? I don’t want to slow the overall tank turn-over or flood the display! Thanks! Right now I have a filter sock to slow the flow thought the fuge... but man do I hate filter socks.
 
to an extent it may drain faster on the other side but only so much water can fit through a single pipe. Can you divert the flow in the fuge somehow ?
 
I can with more plumbing, just trying to have less rather than more = ) Thanks!
