IM 20G triple chamber tips

Hey everyone curious on what the best setup for a triple chamber system is. I have a 20 gallon Innovative Marine tank with this kind of set up (picture below). Problem is that if I fill all the chambers it becomes clogged and the pump runs dry (211gph return pump). The first chamber drops flows water down through a polishing pad and then corse sponge, up into a chemipure blue, and then over into another polishing pad. What are some cool setups that can keep my water more clear. I also run a 256gph power head.
