I'm a total noob and need some advice

Am I missing something? Wouldn't you just want the gasket on the wet side? Why 2 gaskets?
You have to seal the path between the inside box and outside box so the water can only pass between the interiors of these 2 boxes.

If you only had the gasket on the "wet" side (between internal overflow and tank wall) then water could get around the nut on the inside of the external box, through the hole, then down the outside of the tank wall.
 
I see. The overflow is "bolted" to the tank by the two bulkheads. I missed them earlier.
 
Thanks to all for the great advice! I just got done tightening the nuts down with channel locks and tah dah no leaks for the first time in three days! As a bonus I found this forum which is so much beyond my expectations! Thank you all again and we'll talk soon
Finger tight, then if you feel the need maybe a quarter turn or so with the channel locks. No more or you risk cracking the overflow.

Don't beat it with screw driver or you risk cracking more.

Does the outside of the tank have any chips in it from drilling the hole? Is the hole so big, that the gasket is far enough off center that it isn't working? How large are the bulkheads holding the box together? If they are 2" bulkheads, I have some custom made gaskets that are much larger, and could probably help keep it from leaking. Inspect the bulkheads to make sure it isn't cracked. They can get hair line cracks that are obvious unless giving a good inspection. Maybe a better description of how exactly it is leaking.

I totally agree flat seals are the way to go and tried to find them when I went to buy the extra two o rings but no one had that size. But I think I'll order some and replace the o rings even tho they're not leaking now I just don't trust them.
