Welcome to R2R. This is a saltwater tank forum so you may not get much traction on your post. But, to get rid of a snail plague in freshwater you need some assassin snails. They work great and multiply slower than the ram horns will. For a 3 gallon I'd get 5 or 6. It won't seem like they are doing anything at first but after a week or 2 you'll start seeing empty shells everywhere.
 
wsg i got a 3 gallon shrimp tank with like 20 cherry shrimp, some being different colors. I also have a infestation of ramshorn snails, how can i fix this without harming my shrimp bc im trying to make a shrimp army
A clown loach will make a meal of these snails
 
And the shrimp.
We dont go out and get a big loach who will possibly hunt smaller shrimp. While there is a potential, there is a small risk. When I sold these at my LFS, they were in with ghost shrimp and never bothered them. The purpose of the loach is to eat the snails with the shrimp removed however if the tank is well planted, the shrimp can do well and with small hiding places in rocks, shrimps can get into those areas where loaches cannot.
A full loach will rarely hunt anything, even snails, so feeding them and supplementing them with food tabs will greatly reduce the risk
