Impeller Sticking... Solution?

The impeller on two of my pumps and the propeller on a wave maker have an issue, where if the power is turned off, the blades stick and wont restart unless manually turned with a thin object, I am guessing there is some sort of build up jamming it. Just wondering what everyone else does this when faced with this issue?

Cleaned the impeller but the rest doesn't seem to open. From looking at the forums should I soak in dilute hydrochloric acid?

Going to try citric acid as its easier to obtain what ratio and how long do you leave?

What kind of wave maker do you have?
Usually, you can remove the cover by twisting it counterclockwise. You need to open that pump and pull the impeller.
