So I started plumbing my 150 gallon tank. When I was done with the main drain line I noticed my fitting must of backed out a little going into my bulkhead. So the fitting did not seat all the way In. It went into the bulkhead about halfway. Should I be concerned and buy a new bulkhead and start over? Or do you think it will be fine? I used primer and the glued the fitting. By look it seems fine.

I'd be okay with a fitting not seating all the way. Long as I knew at least half was.
Also when I water test and get a leak. All I do is apply a bead of the glue around the leak and area of pvc their thats bonded and leaking. Set it vertical to dry.

It's not a pressure fitting so I'd think it would be fine. The concern that would bug me is not if it fails but if there's a tiny leak that lets salt creep build up around the joint and where is it going to fall it not cleaned up.

You may want to do it over. If not you will get salt creep al over it making it very hard to do in the future

Yes. I thought mine was tight. Did not want to overtighten. Getting salt creep. Not bad just annoying.
