Intank media basket

I have the fluval Evo 13.5 set up as a reef tank. I purchased the intank media basket for chamber one. I have it loaded with chemipure blue, a phosphate scrubber, and a bag of biofilter media. Chamber 2 is empty and chamber 3 has the pump, ato, and heater. The water level in the back chambers is staying incredibly low. When I move the intake basket away from the intake grate, it levels out. I'm not sure what I can do to keep the rear chamber levels high enough to keep the heater submerged as the temps drop. Help? Thanks!
 
I've tried a bunch of different levels and it just raises the display water level. Its almost like the water isn't going through the filtration fast enough to keep up with the pump.
 
Are you going to swap out the biomedia? If not try that in chamber 2 along with possibly the heater. Did you get the chamber 2 plug? Is the phosphate scrubber a pad?
