Iphone app not allowing me to log in?

Since ios 13 I have been unable to log in from my cell phone. Username and password is correct, even changed my password to make sure i had it right, i am getting an error message that says "LOG IN FAILED you are not logged in or you do not have permission to do this action." then it gives me the option for password recovery.
