IPSF liquid N-reducer sponge soak for QT tank?

I bought some stuff from IPSF for my DT and one of the products I got was their liquid n-reducer. Is this something I can soak a sponge in and treat it the same as a bacteria in a bottle to start up my QT tank?

I believe so but I wouldn’t soak the sponge in it, I would just pour it in. It will disperse throughout the water column and get everywhere anyway.
