Is 90 too small for FOWLR?

so yeah, sitting around waiting for our 125 to cycle and also deciding what to do with the empty 90 gallon tank and 40 gallon sump we have ... whether to use it for a sump or refug or save it for a future regular tank tank.

Is 90 too small to keep butterflies or triggers or even some angels? (I don't mean all together, would never do that. Just fish that can't go in a reef but as still COOL) Just wondering if 90 is just too small to ever hope to use it as a FOWLR tank someday. Should I maybe use it as QT or frag tank? it seems too big for that.
It is drilled and sump is custom made and very nice (somewhere around 40 gallons and fits nicely underneath)

I'm not sure a Triggerfish would work, but there are certain Angels and Butterfly fish that can be kept in a tank that size. You'll just have to do a lot of research first before you decide to stock the tank. GL.
