Is a diatom bloom when it's time for a CUC?

So, my ammonia tested at 0 yesterday and my nitrites at 2.0. This morning my nitrites began to drop so I'm assuming the cycling of my tank is nearing completion. The videos I've watched and what I've read say to watch for a diatom bloom after cycling. Is that when the tank is safe for and when a clean up crew is recommended?

Diatoms can bloom up to 6 months or more after cycle complete (or not all). Your tank is cycled when you see 0 ammonia and nitrates start to build up. If it's going to be a while, don't forget to keep feeding bacteria (ghost feed or ammonia) to keep it cycled.

Add CUC in small steps too...usually along with first few fish.

Unless you have leftover food or algae there will be nothing for a CUC to eat
