Is a reactor or skimmer needed for fish only tank?

Hello,
I have an IM Fusion 20 that I would like to stock with mostly micro gobies and inverts to start (possibly zoas later on). Is a skimmer or reactor recommended or needed, or will the included media baskets provide enough filtration? If so, is one more beneficial than the other?

I'm trying to think ahead equipment wise for a possibly heavy bioload in a smaller tank.

I would personally run a skimmer, just my two cents. A skimmer can help oxygenate the water, which has an affect on PH. So, it has other benefits that I see worthy of having one. Plus i'd rather empty a cup of waste water than clean or replace filter media. You might need both, but i'd definitely add a skimmer.
