Is activated carbon (Carbonit-P) messing with my Phosphates?

Ok, I am still battling with raising my Phosphates. Sometimes I am able to get it to 0,05-0,03ppm just to see it drop to 0,00ppm in the next reading. I have been adding NeoPhos but not able to maintain the levels. I am running fuge lights with my chaeto to 8 hours and I also had carbon activated (Carbonit-P) about 50grms for my 60 gal tank. Wondering if the carbon is not helping to keep the phosphate levels. I had it there for about a week, but took it out today.

At least nitrates has been crawling up, went from 2,79ppm yesterday to 3,50ppm. What would be the best Nitrates to Phosphates ratio? I am planning to have Nitrates at 5-10ppm and phosphates to 0,03ppm.

Carbon won't lower phosphate.

As for ratios, it doesn't matter. Just keep phosphate between 0.03-0.1 ppm and nitrate between 5-20ppm and you shouldn't have an issue
