I have a 15g 11" x 16" snd 14" deep. Is one AL prime strong enough to grow SPS?

Kindda. I run hydra 64 for SPS and 2 primes for zoas. Be welcome to check my build…
 
That should work short term if they are running high intensity. Over time you will get shadowing and would want to look at upgrading or getting an additional light.
(speaking from experience) Except I'm upgrading to a whole new tank :squinting-face-with-tongue:

Start with one. You can always get another.
I run 2 on my 20g nano cube which is 95% acros.
These lights give great color and growth. They have convinced me to retire the halides and go all led on my 3 systems.
My nano cube will be 4 months old in 3 days.
So yes they can grow sps as long as you keep your chosen parameters stable.
