Is anemone dead ?

Is it safe to say that my anemone is dead ? It’s been looking deflated and sad the last couple days. I’m not sure when or if I should remove it. Also, what do you do to depose of an anemone? Would you throw it into compost?

It looks like the mesenterial filaments are out and the anemone is dissolving. I would remove it ASAP.
 
Lift it out of the water and smell it. You'll know immediately if you need to throw it out.

it’s kinda stuck to the rock, should I scrape it off ?

If you scrape it off, it will most likely die, especially since it's already in bad shape. Unless you're just trying to remove it, I wouldn't scrape it.
