Is bubble algae starting to beat my cyano?

So, I’ve been battling cyano for the past year and a half in my nano tanks (It’s come back in a new tank after upgrading)
Is it now being beaten by bubble algae?
Also I know the naoko needs a bigger tank long term but that bigger tank has a Scott’s that’s 3” and the naoko is around 1.5”

After a water change and a glass scraper to the back it looked like trapped oxygen
